Socio-legal reformulation of public equity policies for women in the municipality of Guarne (Antioquia)

Analyzing the processes of public policies for women in the municipality of Guarne (Antioquia), is a matter that is of fundamental importance, both for the actors involved in the processes, as for the greater effectiveness of policies and for democratic construction. The interest of this research is to characterize the processes of formulation and implementation of policies for women in the municipality of Guarne (Antioquia), making visible the institutional, social, economic, political and cultural factors that have facilitated or hindered them, and within this framework, to analyze the processes of consultation, negotiation and interlocution between the state authorities and the Women's Movement, at the municipal level.
In this context, the approach to the analysis of policies as a “process” is privileged as soon as their formulation and implementation arises from the interaction of the actors, from the continuous learning between them and from the inclusive and integral approach of the subject.
The participatory process is essential to strengthen the management and effectiveness of public policies. This implies the participation of interested persons from the initial phase of policies and programs and increases the possibility of their acceptance and effectiveness of them. It also involves understanding the political environment and the institutional capacity and / or political will on the part of the institutions to manage it, involve the implementers in the processes of policy formulation, and establish permanent communication with the formal and informal groups and networks.
The aforementioned factors increase the effectiveness of policies as they create a space for dialogue and continuous negotiation, increase the commitment and sense of ownership with the management of the policy of the various groups of society, and strengthen the links between policy makers and communities. Likewise, it allows analyzing the two-way dialogue, Women's Movement - State Women's Movement, in the process of formulating and implementing policies for women.
It allows to make visible the agreement, or not, with the Women's Movement of such policies, the representation in them of the interests and needs raised by women, and the position from women to the policies formulated and to the instances responsible for promoting them.
