Effectiveness of the SECOP I and II electronic public procurement system in the sixth category municipalities of Antioquia

Abstract

This article aims to analyze the electronic public procurement system SECOP I and II. A descriptive methodology is approached from document review techniques. The results allowed an approach to the SECOP I and SECOP II platforms and the virtual store of the Colombian State, through which the information related to public procurement is published, allows the realization of online transactions and purchases in the virtual store. When verifying the application of the principle of transparency in the use of SECOP I and II in state contracting in the sixth category municipalities of Antioquia in the period 2014 - 2018, it was obtained that it is applied through the measurement of indicators, which They have demonstrated shortcomings in missing databases, direct contracting record without the published contract, competitive processes that do not have the process documents published, competitive processes without the published winning bid, without the published award act. It is concluded that the application of the principle of transparency in the use of SECOP I and II in state contracting in municipalities of the sixth category in accordance with Law 80 of 1993, is given from the measurement of indicators that allow measuring the risk of corruption taking as variables lack of competition, lack of transparency and anomalies in the public purchasing process, it has been found that municipalities in the sixth category have shortcomings in relation to the principle of transparency due to inherent causes, technical and connectivity problems, charging speeds to operate the platform in some remote municipalities and lack of training for officials so that they can carry out effective management of the systems.
